Bali airport officials are encouraging tourists to use electronic customs declarations to avoid crowds

To mark the first anniversary of the implementation of the Electronic Customs Declaration (e-CD) at I Gusti Ngurah Rai International Airport Bali, Ngurah Rai Customs and Excise organized a coffee morning with key stakeholders on Wednesday, November 22, 2023.

The event, held in the 3rd floor hall of the Customs Office, was attended by representatives from the regional offices of DJBC Bali, NTB, NTT, Denpasar Customs, the Bali Region IV Airport Authority, the Airline Operators Committee, various airlines and tour operators in the Bali region.

During the event an extensive report A detailed overview of the year-long performance of national e-CD submissions by air passengers at I Gusti Ngurah Rai Airport was provided. In recognition of their achievements, Ngurah Rai Customs and Excise awarded several airlines with awards in three different categories.

Garuda Indonesia, Jetstar Airways and Singapore Airlines were recognized in the category “Top 50 percent filler e-CD from the country of origin”.

Korean Air, SCOOT Pte Ltd and PT Garuda Indonesia received awards in the category “Top growing e-CD from country of origin”.


Susila Brata, Head of DJBC Bali Regional Office, expressed his gratitude to all parties who contributed, both directly and indirectly, to the successful implementation of the e-CD. He expressed his hope for continued smooth running of the program and encouraged joint efforts to overcome challenges and achieve the goals set by Headquarters. This collaboration aims to facilitate users of overseas travel services.

Mira Puspita Dewi, Head of Ngurah Rai Customs and Excise Office, also expressed her appreciation to the airline representatives for their continued cooperation. She emphasized that this ceremony was a crucial part of the public service reform aimed at ensuring efficient passenger and freight traffic in the airport’s arrival terminal. “The National Passenger ECD Service is an integral part of the Ministry of Finance’s Quickwin program for accelerated financial institutional transformation, which remains a priority for us to optimize,” said Mira Puspita. She acknowledged that while the adoption of e-CDs has been positive, there are also challenges, and urged airlines to inform potential passengers about completing e-CDs before flying into I Gusti Ngurah Rai Airport.

How to use electronic customs declaration

  1. Before departure:
    • Access the e-CD system online via the Ngurah Rai Customs and Excise official website, or via the mobile application, where available.
    • You may need to register or create an account if this is your first time using the service.
  2. Complete the declaration form:
    • Complete the electronic customs declaration form by entering details such as your personal details, flight details and items you are bringing into the country that need to be declared.
    • Be sure to declare any goods that exceed permitted customs limits or restricted/prohibited items.
  3. Review and submit:
    • Carefully check all information you have entered for accuracy.
    • Submit the form. You will receive a confirmation slip or code, which you must save as a printout or on your mobile device.
  4. Upon arrival at Bali airport:
    • Go to the customs area and look for lanes specifically designated for e-CD users.
    • Present your passport and the confirmation slip or code to the customs officer.
    • The official may ask to verify the stated matters or ask additional questions.
  5. Inspection (if necessary):
    • If your items require inspection, please follow the instructions of customs officials.
    • Pay any applicable customs duties or taxes for items in excess of the duty-free quantity.
  6. Final steps:
    • After clearing customs, you can proceed to the arrivals hall and continue your journey in Bali.
  7. In case of trouble:
    • If you encounter any problems or have any questions, you can ask for help from the customs helpdesk at the airport.
